The Ministry of Health of the Republic of Uzbekistan is seeking a qualified Cybersecurity Specialist to oversee and enhance the security of digital health systems. The DHMU plays a crucial role in implementing the Ministry's digital health reform strategy, aiming to improve healthcare delivery, enhance patient care, and strengthen the national healthcare system through the adoption of digital health technologies.

The successful candidate will be responsible for developing and implementing cybersecurity strategies for the DHMU, managing the security aspects of digital health initiatives, overseeing the technical security architecture, ensuring the protection of sensitive health data, and maintaining compliance with data privacy regulations. Additionally, they will collaborate with stakeholders to identify potential cyber threats, mitigate risks, and contribute to the ongoing improvement of security protocols for digital health systems.

This is a position requiring technical expertise in cybersecurity, particularly in the context of digital health. The Cybersecurity Specialist will play a crucial role in safeguarding the future of digital health in Uzbekistan and ensuring the security and integrity of the Ministry's ambitious reform agenda.

The selection will be guided by the KfW Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partners Document version January 2019 (update as of July 2024).

The detailed Terms of Reference (ToR) with relevant information on the background, objectives of the assignment, scope of assignment, reporting requirements, expertise, qualifications, evaluation and award criteria and other relevant information are provided below. The deadline for submission of proposals is on or before 5.00 pm 29 July 2025 (Tashkent time). Any submissions received after the deadline will be rejected.

The Consultant is required to have the professional and technical qualifications outlined in ToR. Only the applicants who hold these qualifications will be shortlisted and contacted.
