Provide legal support for the development and implementation of the Single Digital Healthcare Platform in Uzbekistan—a key national project for the digitalization of the healthcare system.

Responsibilities:

• Analyze current legislation in the areas of healthcare digitalization, data protection, electronic document management, and licensing.

• Draft and coordinate regulatory acts and legal frameworks to ensure the implementation of the DHP.

• Develop legal mechanisms for regulating the access, exchange, and protection of medical information.

• Provide legal guidance on the implementation of international standards (e.g., FHIR, SNOMED CT, LOINC).

• Develop a legislative roadmap for digital health through 2030.

• Liaise with ministries, government agencies, and international partners (e.g., WHO, KfW).

Requirements:

• University degree in Law (specialization in International, Administrative, or IT Law is preferred).

• A minimum of 7 years of legal experience, including at least 3 years in digitalization, e-Government, or IT-related projects.

• Proven experience in drafting and securing approval for regulatory acts at the ministerial and departmental levels.

• Excellent knowledge of the legislation of the Republic of Uzbekistan in healthcare, personal data protection, and cybersecurity.

• Understanding of international standards and regulations (e.g., GDPR, ISO 27799).

• Fluency in Russian and English for business correspondence and legal document analysis.
