The Ministry of Health of the Republic of Uzbekistan is seeking a qualified Lawyer to provide legal expertise and ensure the compliance of digital health initiatives within the Digital Healthcare Management Unit (DHMU). The DHMU plays a crucial role in implementing the Ministry's digital health reform strategy, aiming to improve healthcare delivery, enhance patient care, and strengthen the national healthcare system through the adoption of digital health technologies.

The successful candidate will be responsible for advising on legal matters related to the DHMU, ensuring compliance with national and international laws, regulations, and standards. The Lawyer will oversee legal aspects of digital health initiatives, including contracts, data security, privacy concerns, and intellectual property. They will collaborate with stakeholders, support the development of policies and procedures, and contribute to the ongoing evaluation and improvement of legal frameworks for digital health programs.

This is a permanent position requiring strong legal expertise, particularly in healthcare and technology law. The Lawyer will play a vital role in ensuring the successful and legally compliant implementation of the Ministry's digital health reform agenda.

The selection will be guided by the KfW Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partners Document version January 2019 (update as of July 2024).

The detailed Terms of Reference (ToR) with relevant information on the background, objectives of the assignment, scope of assignment, reporting requirements, expertise, qualifications, evaluation and award criteria and other information are provided below. The deadline for submission of proposals is on or before 5.00 pm 29 July 2025 (Tashkent time). Any submissions received after the deadline will be rejected.
