Work Description

The Ministry of Health of the Republic of Uzbekistan is seeking a qualified Governance Coordinator to lead and manage the Digital Healthcare Management Unit (DHMU). The DHMU plays a crucial role in implementing the Ministry's digital health reform strategy, aiming to improve healthcare delivery, enhance patient care, and strengthen the national healthcare system through the adoption of digital health technologies. The successful candidate will be responsible for developing and implementing strategies for the DHMU, managing digital health initiatives, overseeing technical implementation, ensuring data security and privacy, fostering collaboration with stakeholders, and contributing to the ongoing evaluation and improvement of digital health programs. This is a permanent position requiring strong leadership, management, and technical expertise in the field of digital health. The Governance Coordinator will play a vital role in shaping the future of digital health in Uzbekistan and ensuring the success of the Ministry's ambitious reform agenda. The selection will be guided by the KfW Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partners Document version January 2019 (update as of July 2024).

 

The detailed Terms of Reference (ToR) with relevant information on the background, objectives of the assignment, scope of assignment, reporting requirements, expertise, qualifications, technical proposal format, evaluation and award criteria and other relevant information are provided below. The deadline for submission of proposals is on or before 5.00 pm March 7, 2025. Any submissions received after the deadline will be rejected. The MoH will not accept proposals via printed hardcopy.

Important Note:

• The Consultant is required to have the professional and technical qualifications outlined in ToR. Only the applicants who hold these qualifications will be shortlisted and contacted.
• All application forms need to be duly filled and signed. Non-submission and incomplete or unsigned applications may be rejected by the Client. Applicants must duly complete and sign as necessary the following forms (attached to this tender notice) in English:
